EXPRESSION OF INTEREST (EOI) FOR THE AUTOMATION OF STAFF NOMINAL ROLL (ASNR) AND BIOMETRIC ATTENDANCE MANAGEMENT SYSTEM (BAMS)
1. BACKGROUND
The Federal Capital Territory Internal Revenue Service (FCT-IRS) is an agency established pursuant to the Federal Capital Territory Internal Revenue Service Act, 2015, with the mandate to administer tax and non-tax revenues accruable to the Federal Capital Territory (FCT). The Service is responsible for the collection of taxes collectible by a State Government under the Constitution of the Federal Republic of Nigeria, 1999 (as amended) and other relevant tax laws, as well as the coordination of the collection of other revenues accruable to the FCT.
The vision of the FCT-IRS is to be a model Internal Revenue Service and a benchmark for Africa, while its mission is to provide effective and efficient tax administration through continuous innovation.
In furtherance of this mandate and its commitment to digital transformation, the FCT-IRS intends to engage a qualified and reputable Information Technology (IT) firm to expand and integrate its existing Human Resources Management System (HRMS) Portal.
The engagement is aimed at modernizing the Service’s workforce management infrastructure through the development and deployment of a Digital Staff Nominal Roll Records Management System, a Biometric Attendance Management System, and their seamless integration with the Central HRMS Portal.
Accordingly, suitably qualified, experienced and reputable IT firms with demonstrable technical capacity and relevant experience are hereby invited to submit their Expressions of Interest (EOI) for the assignment.
2. OBJECTIVES OF THE ASSIGNMENT
The key objectives of the assignment are to:
1. Develop and implement an Automated Staff Nominal Roll Records Management System (ASNR) for the secure, accurate and efficient management of staff records.
2. Design, deploy and implement a robust and modern Biometric Attendance Management System (BAMS) for effective monitoring and management of staff attendance and punctuality.
3. Seamlessly integrate the ASNR and BAMS with the Central HRMS Portal and relevant existing HR functions to provide a unified, reliable and automated workforce management platform.
3. TERMS OF REFERENCE
The successful firm shall, among other related responsibilities:
A. Staff Nominal Roll Records Management
– Digitise, centralise and securely manage staff records, including comprehensive staff biodata and employment/service history.
– Incorporate applicable public service rules, policies and regulatory requirements, including relevant provisions on retirement, service tenure and other employment conditions.
– Provide secure, auditable and version-controlled records management.
– Provide appropriate user access controls, data protection, backup and retrieval functionalities.
